Additional experience includes emergency preparedness management for the largest Catholic university on the West Coast.

Expertise includes outstanding skills in critical emergency management, incident command systems and emergency operations management. Personally established two emergency command and operations centers for a port city and a major university, covering 372 square miles with 1.3 million inhabitants. Loyola Marymount University (LMU), Los Angeles, California      2008-2012

Emergency Preparedness Manager/Captain

Developed and managed emergency preparedness programs and personally trained more than 10,000 students, faculty and staff in dealing with campus emergencies for an accredited university with more than 60 departments located on two campuses.

  • Conducted three training sessions per week for three years, covering earthquake, fire, active shooter, threat assessments, pandemic influenza, power outages, terrorism, chemical incidents, flooding and wildfires.

  • Developed and presented a 30-hour curriculum in Emergency Management that was taught at LMU’s Extension during each summer break. This accredited program was presented six times with more than 150 student participants.

  • Developed and conducted emergency preparedness training for more than 500 Student Resident Assistants and Staff Resident Directors for on-campus student housing.

  • Designed, coordinated and directed business continuity planning for 60 separate departments on both campuses.

  • Assisted with an Active Shooter Training Drill for the Los Angeles Police Department, Los Angeles Fire Department and the University. Taught Surviving an Active Shooter Incident to 400 participants spread out over 25 training sessions.

  • Developed, wrote and initiated a student-run Emergency Response Team, which trained 45 part-time paid students as emergency first responders and emergency operations center assistants.

  • Created a university-sponsored, high school-level, student emergency preparedness training academy.  In its first year, 25 students participated and graduated.

  • Redesigned and delivered a four-hour emergency preparedness program for Building Captains and Emergency Response Team members. More than 400 staff and faculty participated and each participant received emergency backpacks.

  • Assisted in negotiating an agreement between the Los Angeles International Airport (LAX) and LMU for the establishment of a Family Reunification Center on the main campus for airport crises.

  • Wrote and initiated the H1N1 Pandemic Influenza Plan for the campus. The program isolated, assisted and helped with the recovery of 250 infected students.

San Diego Chargers Football Organization, San Diego, California          2007-2008

Director of Security

Developed and implemented the corporate Emergency Action Plan for the team, owners, players and facilities of a National Football League club member. Conducted internal investigations and acted as the corporate law enforcement liaison to police agencies throughout the United States.

  • Developed and wrote the company’s emergency action and security plans.

  • Conducted 12-site security surveys for the team.

  • Provided Gun and Gang Awareness, Drunk Driving Awareness and Domestic Violence Awareness training programs for players and staff.

  • Proposed the installation of security cameras for the corporate facility to deal with internal theft and security.

San Diego Police Department, San Diego, California         1982-2007

  • Directed the development of the San Diego Downtown Ballpark Enforcement District and supervised the development of several city ordinances concerning the ballpark.

  • Presented final plans for police enforcement of the ball park district to the San Diego City Council.

  • Developed and executed the security plan for Super Bowl XXXVII.

  • Created and wrote emergency management programs. Trained 400 officers in preparation for Super Bowl XXXVIII.

  • Trained FBI Swat team members in stadium security operations for Super Bowl XXXVII.

  • Rewrote the QUALCOMM Stadium Emergency Operations Plan.

  • Supervised the writing of the PETCO Park Emergency Operations Plan.

  • Oversaw the writing, planning and securing of a $1 million grant for the purchase of 50 police motorcycles.

  • Successfully sold 50 retired police motorcycles to the cities of Tijuana and Ensenada, Mexico for $125,000.

  • Oversaw the writing and securing of grant monies to purchase three police horses.

Lieutenant, Special Events (1998-2005)

Worked on call, 24 hours a day, developing enforcement strategies and supervised up to 300 officers covering special events throughout the City of San Diego. Liaised with community groups, business leaders, event organizers and civic leaders. Oversaw parades, marches, protests, riots, demonstrations and public incidents. Supervised and trained 100 to 300 officers per event. Managed a $6 million budget annually and supervised invoicing and accounts receivable for public events protection.

  • Developed, wrote and enforced the Beach Area Alcohol Enforcement Ordinance adopted by the San Diego City Council.

  • Initiated, developed and managed a college alcohol educational and enforcement program for the city and business zones.

  • Managed and supervised an annual $80,000 federal grant for bilingual officers to assist border protection and customs officers.

  • Managed a $60,000 federal grant to purchase boats and equipment for the Harbor Unit.

  • Provided Homeland Security training for Harbor and U.S. Coast Guard officers.

  • Directed a program that monitored and enforced migrant worker laws for their safety.

  • Supervised 300 officers as part of a city-wide beach enforcement team.

  • Developed and supervised a bike patrol team for the La Jolla area of San Diego.

Sergeant, Special Assistant to the Chief of Police/Homicide (1992-1998)

Assigned to the Chief of Police, on call 24/7 with city-wide policing responsibilities. Developed problem solving strategies for police related community issues. Acted as point person for dignitary protection for high-profile individuals visiting San Diego; this included politicians, celebrities and other publicly well-known personalities.

  • Worked with the FBI, the U.S. Marshal and the Homicide Unit on the investigation of Andrew Cunanan, one of the FBI’s Most Wanted fugitives.

  • During 1997, worked a six-month detail assigned as a homicide sergeant investigating homicides city-wide, on call 24/7.

  • Developed community speaking forums for the Police Chief’s addresses on community issues to neighborhoods.

  • Developed and supervised a program that taught officers how to speak and interact with area community groups and create neighborhood councils.

  • Developed and taught a dignitary protection training program for department officers.

  • Liaised with community, business and civic leaders regarding police incidents/concerns.

Officer (1982-1992)

As a new police officer, performed patrol functions for six years, dealing with community needs, crime management and investigations.

Subsequently, assigned to a uniformed gang and narcotic enforcement detail with city-wide responsibilities. This position entailed making undercover drug purchases and testifying in court as a drug and narcotic expert. Assisted the District Attorney’s Office in obtaining search warrants and preparing cases. Worked with the Homicide Unit on gang and narcotic related homicides.
